Bid Notice: Narrows River Park Boat Ramp Replacement & Flood Protection Project

Pottawattamie Conservation is accepting bids for a park improvement project at Narrows River Park in Council Bluffs, Iowa.

NOTICE TO BIDDERS

Sealed bids for the Narrow River Park Boat Ramp Replacement and Flood Protection Project located at 2500 North 25th Street in Council Bluffs, Iowa will be received at the offices of Pottawattamie County Conservation Board, 223 South 6th Street, Council Bluffs, Iowa until January 5th, 2021 at 5:00 pm and will be opened publicly.  The bid tab will be made public.

Questions will be addressed up to 24 hours before the bid opening.

All Work shall be performed by contractors licensed with the County where the work is to take place. Bidders shall determine licensing requirements prior to bidding.

The Work includes:  

Remove existing Narrows River Park concrete boat ramp and replace with concrete boat ramp of the same dimensions but possessing several deep footings.  In addition, the project will involve the installation of a concrete apron with footings on the upstream side of the ramp to prevent future river scour from undermining the replacement boat ramp.  Project specifications can be provided upon request. Site visits and discussions with the park ranger are encouraged.  Project permitting approval has been received by the County. 

The project will also involve the removal and in-kind replacement of the existing boat dock pilings.

No bidder may withdraw their proposal within 15 days after the bid opening.

Pottawattamie County Conservation is sales tax exempt. Exemption certificates will be issued to the contractor, sub-contractors and suppliers on this project. The bidders shall not include sales tax in their bids.

A timely completion date is very important to the Owner with environmental restrictions requiring that the project be completed by March 15th, 2021.  Failure to complete the project by March 15th will result in mandatory delays in project construction until July 1st, 2021 due to EPA and US Fish and Wildlife Service mandated construction restrictions.  The Undersigned agrees that the work will be completed by March 15th 2021 or should the Contractor fail to do so, the Contractor agrees to pay the Owner as liquidated damages and not as a penalty, the sum of $100.00 for each and every calendar day that the Contractor is in default of substantial completion of the work under this Contract.
